The Annual Airport Safety Awards is the highest form of recognition to members of the airport community with exceptional safety contribution.

Culminate at the award ceremony, these individuals and teams whom engendered good airport safety culture have been awarded based on three broad categories – Safety Awareness & Courageous Act, Innovation & System Thinking, and Safety Promotion & Culture Building. In FY2019/20, CAG and the airport community have come together to honour and recognise 31 deserving award winners.

The key safety message of the year is “Safety Takes You Further” – a common vision to cultivate and sustain a strong safety culture is embolden through portraying an aircraft held within the palms of a person, signifying empathy and support amongst the community through this crisis.

Our airport partners have showcased several projects which were proven to be highly effective in preventing safety incident. This creates healthy competition amongst our partners to drive innovation, engender a culture of knowledge-sharing and collaborative learning. Safety remains the linchpin for the community as we stay resilient in the face of reality.

This is the first time the Annual Airport Safety Awards is celebrated via an online broadcast with greater outreach and we hope you have an enjoyable experience with us, virtually.

On 30 January 2020, 2028 hours, Adonis was performing a pushback operation for a departing aircraft from aircraft stand A17 after being instructed by the headset man. He proceeded to push back the aircraft to face west after verifying twice on the instruction that was given.

During the pushback, Adonis observed that another aircraft was taxiing towards them. He immediately alerted the headset man and the crew quickly towed the aircraft back to the aircraft stand. Having realised that a wrong instruction was given, the headset man corrected his instruction to Adonis which was to push back the aircraft to face south.

Adonis’ assertiveness to verify with the headset man for the instructions and his high situational awareness helped to avoid two aircraft from a potential collision. His actions were truly commendable!

On 12 November 2019, 1903 hours, Sam was at Terminal 1 departure hall preparing to leave the airport after work when he observed that a power bank that was left charging at the workstation at check-in row 14 was burning.

He immediately ran towards the nearest fire extinguisher and attempted to put out the fire. While doing so, Sam realised that another power bank that was beside the burning power bank had begun to burn too. He then maintained a safe distance and successfully extinguished both fires.

Sam’s courage and bravery were truly commendable. Despite the fact that his duties were over, he stayed on and intervened in an unsafe situation!

On 9 June 2019, 2047 hours, Charles was assigned as the headset man to tow an aircraft from aircraft stand 600 to D42.

While he was towing the aircraft from Taxiway N4 to Taxiway P, Charles observed that there was an unit load device (ULD) in the aircraft stand 310 equipment restraint area (ERA). He then realised that the ULD was blown into the stand by the jet blast of an A380 aircraft that was taxiing onto Taxiway Q from Taxiway P7 at that time.

Charles immediately informed the cockpit engineer on the sighting and the ULD was quickly secured on a dolly and removed from the ERA. The commendable action by Charles had prevented the ULD from becoming a foreign object debris that could potentially pose as a safety risk to other aircraft.

On 18 June 2019, 2200 hours, Ser Tat, a duty manager, was near aircraft stand C15 where he observed that a drone was hovering above aircraft stand D30. It continued to fly across Taxilane N2 towards aircraft stand C15 and behind passenger terminal 1 building. Ser Tat immediately informed Airside Management Centre of his sighting.

While waiting for the CAG Airside duty officer to arrive on site, Ser Tat he maintained visual contact with the drone and subsequently led the officer to the last position where the drone was sighted. All relevant agencies were then activated to search and locate it.

Ser Tat’s timely report of the sighting and safety awareness were commendable. It allowed prompt activation of relevant parties to hunt for the drone to avert potential safety risk of causing harm to personnel or damage to aircraft and property.

On 7 September 2019, 2133 hours, Vijay and Kunalan were about to perform a pushback operation at aircraft stand 300 when they observed that a motorised passenger step vehicle, which was not manned was rolling towards the aircraft.

Kunalan immediately ran to it to slow it down while Vijay jumped into the driver’s seat and applied the foot brakes till the vehicle came to a complete stop.

Vijay and Kunalan’s actions were commendable as their safety awareness and courage had prevented a potential contact between the vehicle and the aircraft.

On 11 September 2019, 0950 hours, Mr. Ng from Changi East was having a meeting with a colleague and WSP Consultancy when he suddenly started mumbling and collapsed.

Seeing that Mr. Ng was in trouble, his colleague ran out to seek help and found Ghazali, a staff from August International whom immediately responded with an automated external defibrillator. Upon his arrival, Ghazali attempted to use the defibrillator on Mr. Ng and continued to apply CPR on him with Nyi Nyi Lwin and Jianjun until the ambulance arrived at 1017 hours.

Mr. Ng was conveyed to Changi General hospital and was admitted to the high dependency unit. He recovered well and was discharged a week later.

Ghazali, Nyi Nyi Lwin and Du Jianjun had performed a life-saving act on

Mr. Ng. And because of their responsiveness and sense of urgency, Mr. Ng was rescued in time and recovered well since.

On 27 September 2019, Krishna and Cantor were performing their duties at aircraft stand A13 when Krishna observed that there was smoke coming from the aircraft main landing gear tyres. A fire broke out shortly as he was about to open the forward cargo door.

Both Krishna and Cantor immediately attempted to put out the fire using the fire extinguishers. After a valiant effort, they managed to successfully extinguish it. Krishna and Cantor’s actions were commendable. With courage and bravery, they prevented the fire from aggravating and potentially causing severe damage to the aircraft.

A safety promotion centre focusing on aviation maintenance safety was set up by SIAEC team to foster aviation safety and education to its employee.

Past aviation incidents which arose from maintenance errors and lapses were shown in the centre, and since October 2019, all SIAEC staff undergo an instructional tour as part of their experiential learning journey.

SIAEC has invited numerous airport partners to visit the centre and has been welcoming when it comes to sharing about safety with the industry. The safety promotion centre has enhanced the quality of safety training and aspires to be a centre of excellence in aviation safety for the aerospace industry. Sing Kit, Hui Boon, Dave, Alex, Hong Huat and Justin believed in building a strong safety culture within the airport and taking aviation safety to the next level!

In SIA Engineering Company (SIAEC), the Line Maintenance (Utilities) and Innovation group formed a team to create a system to improve road safety. Leveraging on infra-red detectors with tracking algorithms using face, eye and mouth movement, the system is able to detect signs and symptoms of fatigue or distraction. Upon detection, audio alarm and seat vibrations would automatically be activated to alert drivers to refocus on driving.

The team has also instituted a process whereby the system trigger the drivers’ supervisor and contact the driver for debrief in order to ascertain his state of readiness for driving. The system is being used to track and generate reports of system activation for analysis since the installation of detectors on SIAEC air tugs.

Through harnessing on technology, Alick, Boon Hwa, Ramses, Uqbah and Christopher’s aspiration to improve road safety by preventing vehicular accident was truly commendable. Their innovation and system thinking for safety demonstrated a positive disposition towards cultivating and sustaining a strong safety culture!

Dnata implemented a ground support equipment (GSE) fleet management system (GFMS) for motorised and non-motorised GSE in January 2020. The GFMS provides a live data feed to facilitate planning of resource, tracking overdue maintenance and forecast upcoming maintenance to ensure operational readiness of equipment.

GFMS tracks and report speed violations to notify the involved department. With this notification and dashboard, department supervisors are able to engage and counsel drivers to improve their driving behavior and reduce the speeding offences significantly. Route history in GFMS also assist in vehicular accident investigation to determine the speed of the vehicle prior to the occurrence.

Marcus, Mohammad, Wing Liang, Eng Ming and Bernard’s project aspires to improve road safety by preventing vehicular accident. They have truly demonstrated a positive disposition towards cultivating and sustaining a strong safety culture!

Safety Promotion Centre

SIA Engineering Company believes in continuous training and education as key to sustaining and improving safety standards. The Safety Promotion Centre goes beyond conventional training to educate employees, change behaviours and promote a safety mindset. Using experiential learning concepts, the Safety Promotion Centre also provides an interactive and engaging learning experience through immersive audio and visual media, information displays and interactive activities. The sharing of lessons learnt from past aviation accidents injects realism into the learning points and instills an appreciation for the importance of safety. The Safety Promotion Centre features various quality and safety initiatives that SIA Engineering Company is developing. SIA Engineering Company aspires for the Centre to be a Centre of Excellence in aviation safety for the aerospace industry.

Fatigue Management System

SIA Engineering Company designed the Fatigue Management System to improve on safe driving. The in-vehicle system detects signs and symptoms of driver’s fatigue or distraction using infra-red detectors where tracking algorithms on face, eye and mouth movements could assess if the driver is sleepy or distracted. Truck Dock Enhancements

SATS Catering provides inflight meals for airlines operating at Changi Airport. When the meals are ready to be transported from the Catering Centre, the hi-lift must be docked safely. In order to do so given the large scale of operation at Changi, SATS has comprehensively reviewed and implemented safety enhancement on the visibility of ground markings and aim points on the truck dock bumpers. Solar studs have also been installed to be used as reference points for the operators as they illuminate in the dark. Further, wheel humps were installed to provide tactile feedback to operators and to prevent the trucks from over reversing, which poses danger to personnel working around the vicinity. As part of SATS continuous safety education and culture building, SATS operators learned the importance of safe driving and on the merits of using those enhancements. Upon implementation, incidents which happen at the truck docks were totally eradicated within a year from 10 to zero!

Transporter Enhancements

SATS Gateway Services performs ground handling services for over 30,000 aircraft a month at Changi Airport. Given the large scale of operation in Changi, SATS had studied with the operators to introduce better safety features for the fleet of transporters. Today, the transporters are equipped with a reverse camera system installed at an optimum location to allow drivers to view the blind spots from frontal driving position before reversing. Daylight reverse lights have also been fitted to alert other drivers and personnel in the vicinity of the reversing transporter. Upon implementation, the team found a significant reduction in near miss occurrences. SATS is driven to ensure personnel are well equipped to meet the operational demands safely and proficiently!

GSE Fleet Management System

dnata implemented a ground support equipment fleet management system known as the GFMS. The GFMS automatically tracks dnata’s equipment maintenance regime to ensure that dnata’s ground support equipment are always in good condition for safe use. The system’s dashboard also provides insights into the operator’s behaviour and allows the supervisors to identify and counsel those who are prone to errant driving. dnata have since seen a significant reduction in speeding offences. The data harnessed from the GFMS also assists in vehicle accident investigations and developing mitigation measures and dnata spares no effort to achieve zero safety incidents!

Cool Dolly

dnata’s “Cool Dolly” was designed with the consideration to ensure continuous cool chain logistics for perishable cargo as well as Safety in mind. To mitigate the risk of having the operator’s fingers from being caught unintentionally by the shutter door, the 2-button operation design requires the operator to depress 2 pushbuttons for the shutter door to move. As the buttons require constant pressure from the fingers for activation, the moving shutter door would stop immediately when either buttons are released. The other safety feature of the Cool Dolly is the audio warning system that would be triggered to alert the driver that charging of the Cool Dolly is in-progress and thereby prevents an attempt to tow while charging.
